i know notary, translator, kitabkhana or many other do the translation. my question is when they marriage certificate, birth certificare etc how actually they translate official seal (karyalaya ko chhap), post ko seal, and signature into english? any scanned copy for example ?

Stamps are like signature, you dont have to translate it. A notary will state that best to his knowledge the document is correct.
