Has anyone ever been in situation similar to mine:

Trying to transfer balance from paypal to bank accnt, but can't access paypal (even though its active) due to security check. Asks me to enter phone no. for security check but then after submission states that they can't confirm its me. Its like going in circle in futile.
Msged / Called them but no help.

Plz advise.

Did you got to change the password option? Try forgot password and change the password. Sometime your browser may not let paypal account open.
For Submission state , You should put the state you open the paypal account, it may help.

your account has been blocked. you need to call them to unlock it. i went through this last week.
