 Visa needed for Nepalis traveling to India?

I was just told by the General Consulate of India that my mother would require a visa to go to Delhi even though she has a Nepali passport. Is that true? Do Nepalis need to get a visa when flying from Kathmandu to Delhi?

We be travelling from Toronto to Delhi (transit) to Kathmandu and from Kathmandu to Delhi for a week.

A week ago I travelled to KTM via India ( one day transit) no visa was required, passport was enough.
