PM administers oath to ministers and state ministers; 22 member cabinet unveiled

Prime Minister Girija Prasad Koirala administered oath of office and secrecy to the members of interim cabinet as well as state ministers.

At a brief function held at the hall at National Planning Commission Secretariat in Singhdurbar, PM Koirala administered oath of office and secrecy, separately, to the cabinet ministers and state ministers. Altogether there are 16 cabinet-rank ministers and five state ministers.

The cabinet ministers, as per their pecking order, include: Ram Chandra Poudel (NC), Sahana Pradhan (UML), Krishna Bahadur Mahara (Maoists), Pradeep Nepal (UML), Mahantha Thakur (NC), Dr. Ram Sharan Mahat (NC), Narendra Bikram Nemwang (NC-D), Krishna Prasad Sitaula (NC), Dev Gurung (Maoists), Rajendra Mahato (NSP-A), Prithvi Subba Gurung (UML), Matrika Yadav (Maoists), Chhabi Lal Biswokarma (UML), Hisila Yami (Maoists), Jagat Bogati (ULF) and Khadga Bahadur Biswokarma (Maoists).

Likewise, five state ministers Ramesh Lekhak (NC-D), Gyanendra Bahadur Karki (NC-D), Ram Chandra Yadav, Indra Bahadur Gurung (NC) and Mahendra Singh Rathore (UML) were also administered oath of office.

Following the oath-taking function, the first meeting of the interim cabinet is underway in Singhdurbar.

The portfolios that Maoists got are interesting and appropriate for them. I found them quite amusing.:-)

1. Minister for Information and Communication: - They can see and assess what damage they did to the communication network in Nepal. Now they have the responsibility to rebuild it.

2. Minister for Local Development:- They were the ones who blocked local development by locking up VDC offices, chasing away VDC secretaries, closing down NGOs / INGOs, and stalling all development activities at the grassroot level. Now they are the ones who have to show what they can do in local development.

3.Minister for Physical Planning and Works:- They were responsible for destroying most of the physical infrastructure in last 11 years. Now they are at a position which demands reconstruction of same structures !

4. Minister for Forest and Soil Conservation: - They made forests unsafe by planting mines, leaving stray bombs / other explosives. They were involved in illegally smuggling timberwood. Now they’ll be conserving it !

5.Minister for Women, Children and Social Welfare:- They were the most vocal ones who talked about women’s rights. They recruited school aged children in their army, taught them nothing but extreme communist ideologies and waging unnecessary wars. Many children were orphaned, their childhood was lost. Many women were widowed. Now lets see what they do for the welfare of these children and women !

आफ्नो शेषपछि पनि शासनमा कोइराला परविार नै कायम रहोस् भन्ने चाहना थियो प्रधानमन्त्रीको । त्यसैले काङ्ग्रेस उपसभापति सुशील कोइरालाका लागि उनले वरष्िठ उपप्रधानमन्त्री पदमा अडान राखे । अन्तरमि सरकार गठनलगत्तै काङ्ग्रेस एकता हुने भएकाले शेरबहादुर देउवालाई पार्टर्ीीे वरष्िठ उपसभापति बनाउने सहमति गरसिकेका कोइरालाले सुशीललाई सरकारमा आफूपछिको स्थान दिनुपर्ने बाध्यता थियो । उपप्रधानमन्त्री पदमा काङ्ग्रेस, एमाले र माओवादी तीनै दलको दाबी थियो । तर, वरष्िठ उपप्रधानमन्त्री काङ्ग्रेसको भागमा पर्ने अवस्था सिर्जना भएपछि माओवादीले सो पदप्रति खासै रुचि देखाएन । बरु उसले सञ्चारलगायत रणनीतिक महत्त्वका अन्य मन्त्रालयतर्फआ“खा दौडायो ।

उता आन्तरकि रस्साकस्सीमा जुटेका एमाले नेताहरूको एउटा गठबन्धन कुनै हालतमा ओलीको सत्ता बहिर्गमन चाहन्थ्यो । त्यसैले एमालेले पनि उपप्रधानमन्त्री पदको अडान खुकुलो पार्‍यो । अन्ततः उपप्रधानमन्त्री पद नराख्ने विन्दुमा तीनवटै प्रमुख दलहरू सहमत भए । जसबाट प्रत्यक्ष्ँ मारमा परे, निवर्तमान उपप्रधानमन्त्री ओली । र्सार्क सम्मेलनमा भाग लिन दिल्ली जान ठिक्क परेका ओलीले चैत १६ गते सा“झ आफ्नो भ्रमण रद्द गर्नुपर्‍यो । ओलीको यो आकस्मिक सत्ता बहिर्गमनले एमालेमा चर्को रडाको मच्चाउने सम्भावना बढेको छ ।

काठमाडौं, चैत २० - कांग्रेसमा दलित, आदिवासी जनजाति र महिला समुदायबाट अन्तरिम सरकारमा सहभागिता नगराइएकामा असन्तुष्टि बढेको छ ।
असन्तुष्ट नेता कार्यकर्ताले कांग्रेसको र्सार्वजनिक प्रतिबद्धता र अन्तरिम संविधानको भावनाविपरीत सरकारमा सहभागी नगराएकामा

पार्टर्ीीदाधिकारीसित रोष प्रकट गरेका छन् । उनीहरूले ती समुदायलाई प्रतिनिधित्व गराउन माग गरेका छन् ।

'सरकारमा पार्टर्ीीट दर्ुइजना मन्त्री नियुक्त हुन बा“की छ, ती दुइटै पदमा दलित, आदिवासी- जनजातिबाट मन्त्री बनाउन माग गर्र्छौं' कांग्रेस केन्द्रीय सदस्य अर्जुननरसिंह केसीले कान्तिपुरसित भने ।

उनले प्रधानमन्त्री एवं सभापति गिरिजाप्रसाद कोइरालाले पार्टर्ीीट मन्त्रीहरू नियुक्ति गर्दा केन्द्रीय समितिमा छलफलसमेत नगरेकामा समेत विरोध जनाएका छन् ।

सुरु देखि यो धागो पढें, यस्तो लाग्यो, यो धागो भरि गाली र घृणा बाहेक् केहि पोखेका रैनछ।

माओबादिलाई कुन सरकारले आतंकबादि को बिल्ल्ला भिराए, आज् कस्ले फिर्ता लिए भन्दा पनि महत्वपूर्ण कुरो, देश मा स्थायी शान्ति स्थापनाको दिशामा काम् भै राखेको छ वा छैन भन्ने कुरो हो। देशमा बसेकाहरु लाई थाह् छ ( बिदेशमा बस्नेहरुले पत्रीका पढे जस्तो होइन) हिजो को द्वन्द को पीडा। कुन बेला, कुन सेना को अन्धो गोली छातिमा बर्सिन्छ भनेर, सधै त्रासमा आक्रान्त जिन्दगि बिताउनु पर्थ्यो। आज तिनै जंगली पनि शान्ति को मार्गमा इमान्दार् पूर्बक् आए त बेसै होइन र? गाली गर्न अघि पर्ख हेर को नीति अबलम्बन् गर्नु पर्ने होइन र।

के अंगुलीमार् ले हिंसा त्यागेर बुद्धको अनुयायि भएनन् र?
के सम्राट अशोक ले हिंसा को राजनीति बाट बिरक्तिएर बुद्धधर्मा को शरण मा पुगेन र?
के याशिर अराफत अनि हालै का हमाश आतंकबादी थानिएका समुह होइनन र । के मेनाहम बेगिन र याशिर आराफतलाई नोबेल शान्ति पुरस्कार त्यसै दिएका हुन र? मार्न त तिनले कति मान्छे मारे, कति?

यस्को अर्थ यो होइन कि, माओवादी र सेना ले मारेका निर्दोश नेपाली हरुको हत्या लाई बैधनीकता दिन खोजेको होइन र रोजेको पनि होइन ।
दुबै को सेना को ज्यादाति निन्दनीय छ र, बिधि को साशन लागु हुनु पर्दछ।
जहाँ सम्म मन्त्रीमण्डल को कुरा छ, त्यो आकर प्रकार जाती क्षेत्र भन्दा माथि को हुनु पर्ने हो । संक्रमण काल लाई सुरक्षित अबतरण गराउन सक्ने हरुको जमात हुनु पर्न हो र त्यही सोच मा बनाएको हो कि? काम नै न हेरी , अन्दाज को भर मा गाली गर्नु के ठीक होला र?
एक जना मित्र ले पढे न लेखका अनपढ हरु को जमात भन्नु भएको छ ।
होलान एक दुई जना, त्यस्को अर्थ, डा राम शरण महत्, राम चन्द्र पौडेल, नरेन्द्र बिक्रम नेबाङ्ग्, प्रदीप नेपाल्, महान्त ठाकुर्, पृथ्बी सुब्बा आदी सबै स्नातक गरेका तपाइ को शब्दमा अनपढ हुन त? । माओवादी का सदस्य हरु मध्य, हिसिला यमि एक जना को मात्र पृष्ठ भूमी थाह भएको ले अरुको बारे मा टिप्पाणी न गरम क्या र । हिसिला यमि इन्जिनियर हुन र पुल्चोक क्याम्पसमा पढाउने काम गर्नु हुन्थ्यो, जंगल जानु अघी । मैले न बुझेको अनपढ भनेको के हो?

जे होस्, कम से काम केही दिन त हेरम कस्तो चाला हुन्छ, अनि मात्र टिप्पनि गरम होला । धेरै पनि पर्खिनु पर्दैन, हुने बिरुवा को चिल्लो पात देखिन्छ नै, बसन्त लागेको छ, पालुवा पलाउने बेला भाई सक्यो । आश गरम्, शान्ति फेरी एक पटक हाम्रो नेपाल मा फर्किने छन्, बुद्ध फेरि लुम्बिनी मै बस्ने छन् र बुद्धु हरु ......। अस्तु!

Under-representation of Madhesis flayed

JANAKPUR, April 4 - Madhesi People's Rights Forum (MPRF) has condemned the government for not including proportionate number of Madhesi people in the interim government.
A statement issued by MPRF chairman Upendra Yadav stated that MPRF 'regrets' the government move of inadequately including Madhesi people in the interim government.

MPRF general secretary Ram Kumar Sharma blamed Prime Minister Girija Prasad Koirala and the ruling eight political parties for failing to give representation to Madhesi people in the interim government, as per their previous commitment.

Similarly, a central committee meeting of Nepali Congress-Democratic (NC-D) held on Tuesday,

also flayed its party head and the government for not giving representation to Madhesis, women and locals of Karnali zone on behalf of NC-D in the interim government.
