well you need a corruption index to really know for sure. the things you might want to consider are
1) how much money they amassed
2) how many family members and associates they hooked up with posh jobs
3) how many lies they told
4) how much damage they caused
5) how many years they have been in power

Update:- Gyane chhor is outcasting Girija, he has shared the no. 1 position with Girije budo.....and guys, Madhav Kumar got very less vote (4%) which means that Sajha Viewers don't think he is corrupted....But does anyone knows what he did few years back???
