Rawal Report: Back from the Dead!
It seems that the number '30+' is a lucky number or something because we seem to change gear every 30 years. After nearly 30 years of Panchey Baja, we had the 'starving' so-called Democratic netas in power, who really turned out to be pickpockets from across the border. Well, most of them had lived three decades there before suddenly heading to Kathmandu to enjoy their looting game.
It took us more than thirty years to finally see some water from Melamchi in our taps. It then took us 30+ years to finally get a new 'young' government instead of the same old socialist and communist hawa-taari guffadis playing with our money and lives.
The Balen government seems to be hell-bent on taking back the land that belongs to the government. Now, it has decided to implement the Rawal Commission's report on the Investigation and Protection of Government and Public Land, which was submitted to the then government more than thirty years ago. And who was our Prime Minister then? Well, you guessed it right, our drunken master, Sheroo Darling, who is now busy looking up properties in Hong Kong and Singapore.
So if we do the math, then we have had more than a dozen Prime Ministers since then and almost thirty different governments, and they all did nothing to take back their own land from the shady byaparis, jholeys, and crooked hakims who banded together to build houses, buy and sell public land and make some profits over the years.
According to our media reports, around 1,900 ropanis of land have been encroached in Kathmandu Municipality, and the government now wants it back. If we do the math, then the value of this 'stolen property' alone would be around a billion dollars! Let's hope we investigate this kind of robbery in all our municipalities around the country as well and punish the same old chor jholeys of the old political parties who seem to be the main players in this public land-grabbing game since the 90s.
And what do the Nepali Congress, UML and the Maoist (CUM) netas have to say about keeping silent and throwing the Rawal Report somewhere in a cold Singha Durbar sarkari storage? Nothing. They cannot defend themselves on this one and in due time, these CUM chors will have nowhere to hide and will either have to leave the country or go to jail for their misdeeds.
The Supreme Court had issued an order instructing the government to implement the Rawal Commission's recommendations back in 2067 BS, which is like more than twenty-five years ago. And in the past 25 years, we saw more hukumbasis encroaching on public land while the real sukumbaasis paid rent on illegal structures.
I know it's going to be a tough road ahead to reclaim all the 'stolen' land in our wards in Kathmandu Municipality. But the government must do what is right and finally show us that we have a government that cares for its people and its own property as well, instead of letting shady folks steal the public land to enrich themselves again and again!
When the action starts, expect thousands of folks who have built high-rise buildings, shopping complexes, or apartments on encroached land, out on the streets demanding compensation or something or going to the Supreme Court (SC) to stop the government's decision to take back the public land. Hope the SC will send a strong message to the 'public land pickpockets' as well, instead of giving temporary orders to stop the fast and furious government from doing its thing!
Well, congratulations to the members of the Rawal Commission who handed in the report back then. Some of you must have passed away, or some are now old and frail but finally, this government has acknowledged your work, and let's hope all the recommendations mentioned will be implemented in the coming days. As they say, better late than never... it has taken us 30+ years to get here and our kids and their kids will most likely live in a better Nepal than us and our parents and our ancestors!
