अमेरिकी सिनेटमा रहेका डेमोक्र्याट्सहरु बृहत पूर्वाधार खर्च बिललाई अन्तिम रुप दिने प्रयासमा लागिरहेका छन् । रिपब्लिकनहरुसँगका सम्झौतामा समावेश नभएका परियोजनाहरुका लागि खर्च अनुमोदन गर्ने यो बिल रिपब्लिकनको समर्थन विना बजेट प्रकृयाबाट सिनेटमा सामान्य बहुमतबाट पारित गरिनेछ ।

यो बिलमा टीपीएसवाहक र डाकामा रहेकाहरुलाई अमेरिकी नागरिकताको बाटोमा लैजाने विषय समेट्ने प्रयास समेत गरिएको छ । सिनेटरुहरु सोमबार रातीसम्म यो बिलमा काम गरिरहेका थिए भने मंगलबार पनि दिनभर यो बिलमा काम गर्ने भएका छन् । सांसदहरु अगस्तमा एकमहिनाको छुट्टीमा जानु अगाडि नै यो बिल स्वीकृत गर्नका लागि डेमोक्र्याट्सहरुले काम तीब्र पारेका छन् ।

यदि सबै डेमोक्र्याट्सहरु सहमत भएको खण्डमा यो बिल रिपब्लिकन सिनेटरहरुको समर्थन विना पनि पारित हुनसक्नेछ । पचास पचासमा विभाजित सिनेटमा उपराष्ट्रपति कमला ह्यारिसले टाइब्रेक गर्न सक्नेछिन् । बजेट प्रकृयाबाट पारित गर्दा फिलिबस्टर भोटको आवश्यकता पर्नेछैन । विगतको कोरोनाभाइरस राहत प्याकेज पनि रिपब्लिकनको समर्थनविना बजेट प्रकृयाबाट पारित गरिएको थियो ।

सोमबार राती सिनेटर चक शुमर र ह्वाइट हाउसका प्रतिनिधिहरुसँगको घण्टौं लामो बैठकपछि सिनेटर क्रिस भ्यान होल्यानले बिलमा मंगलबार रातीसम्म सहमति कायम हुने बताएका थिए । बिल कति रकमको हुने भन्नेबारे अहिलेसम्म केही बताइएको छैन । बजेट कमिटीका अध्यक्ष सिनेटर बर्नी स्याण्डर्सले आफूहरु अमेरिकाको आधुनिक इतिहासमा नै काम गर्ने परिवारका लागि सबैभन्दा महत्वपूर्ण कानूनको अंश पारित गर्न गइरहेको बताएका छन् ।




बर्नी स्याण्डर्स नै बिलका मास्टरमाइण्ड हुन् भने यो बिलको मुख्य अंश यसै साता सार्वजनिक हुने अपेक्षा गरिएको छ । बिलमा स्कुलमा सबै विद्यार्थीका लागि निशुल्क खाना, विभिन्न ट्याक्स सुविधाहरु, सस्तो औषधी, आप्रवासन सुधार, मेडिकेडमा रहेको खाडल हटाउने व्यवस्था, मेडिकेयरको विस्तार लगायतका विषय समावेश गर्नेबारे छलफल भइरहेको छ ।


डेमोक्र्याट्सहरु बिलमा बाल्यकालमा अमेरिका आएका कागजपत्रविहिनहरु, टीपीएसले समेटेकाहरु र अत्यावश्यक कृषि कामदारलाई अमेरिकी नागरिकताको बाटोमा लैजाने विषय यही बिलमा समावेश गर्न चाहन्छन् । सिनेटमा डेमोक्रेटिक नेता चक शुमर र हाउस स्पीकर न्यान्सी पेलासी यो बिलमा अध्यागमन सुधार समावेश गर्न चाहन्छन् भने राष्ट्रपति जो बाइडेनले पनि यसका लागि आफू खुला रहेको बताएका छन् ।


तर केही डेमोक्रेटिक सांसदहरु अध्यागमनको नीतिगत विषय बजेट प्रकृयाबाट रिपब्लिकनको समर्थन विना पारित गर्न सकिने यो बिलमा समावेश गर्न नसकिने हो कि भन्ने विषयमा चिन्तित रहेका छन् । किनभने फिलिबस्टरलाई बाइपास गरेर अगाडि बढिने बजेट प्रकृयाका केही विशेष नियमहरु रहेका छन् । यद्यपी कैयन सांसदहरुले भने अध्यागमन सुधारले कर लगायतका आर्थिक क्षेत्रमा प्रभाव पार्ने भएकाले बजेट प्रकृयाबाट पारित गर्न सकिने तर्क गरेका छन् ।

At least the ball is moving, rather than just talk talk. Whether TPS will be included in the final agreement is the question for us. Finger crossed. Glimmer of hope is there.

The bigger hurdle is just the parliamentarian .whether they allow immigration in the infrastructure or not.They must prove if will improve economy

@Hanuman1 I think they should include the clause that the immigrants pay the back taxes. If everybody worked on the books and paid their taxes wouldn't that be great. A lot of people that I know don't even pay taxes because they are not sure if they'll have to go back. Also a lot of employers ask for work permit or something and because of that people are not getting jobs and are not spending as much.

Next Wednesday is the deadline to wrap up the content of the bill. @nepali_boy12345 do you have a link to the news about the specifics of the bill? Meanwhile, media on the right have started crying fouls saying that this is an amnesty w/o due process.

I think Tesla_guy you misread Nepali_boy_12345. Tesla Guy, Nepaliboy_12345 wanted to show us that Senate is working on finalizing the text of the bill, which contains TPS provisions.
Let us all follow this thread and do not get carried away by DACA news post posted by another user. That DACA decision, though true, is a little misleading too! The judge said it is illegal and asked not to take new applications BUT This helps give pressure to pass this reconciliation bill which is gaining momentum.

Today's ruling on DACA is just for new DACA applicants (I assume there are not many Nepalis on the DACA program, plus I guess none new Nepali DACA aspirants). Congress (Dems are) is working hard to create a path to citizenship for DACA, TPS recipients (as of now). So we should be positive.
